so the Bios is not your problem.
there is something else not working

you have to check the Voltages on board , especialy CPU Core Voltage .
if that Voltage is present all voltages are ok and may your gpu is defekt

But everything was working before and after install windows 10 it happened, do you think that gpu can be defected for the windows installation. For sure there is not enough power or not any power going to gpu because gpu chip is not getting hot or little warm at all. but I thought that bios chip is not giving right command or anything related with bios that not providing to gpu. Of course you are expert you know better than me. As I said you before that I had same kind of problem with HP and I was trying to flash the bios from HP website and it didn't work and it was exactly the same problem. Then a guy from internet gave me a bin file called SPI.BIN and I flashed that chip with that file for the HP and it is working. I don't know what to do and I'm not expert on motherboard to check all voltage and I don't even know what is the idle voltage for each part of the motherboard.

Hallo

if everything worked before Win 10 and directly after Installation its possible that you have Problems with the BIOS
That Series is also known for BIOS Issues.
IF GPU and/or CPU have no Temperature there is something with the Voltages and that also can be caused by BIOS or EC.
For more i need that Board on my Desk and i have to flash the Chips with a device that i can trust that the flased chip is correct.

Last chance flash the set of BIOS and EC once with UMA and once with DIS

before you do .... what is the A0000.... K0000...... V0000..... number of the Board
PART NO: PSC1YE-003015EP
S/N:8B012401K
i check my stock if i have a similar board to send a readout.

Hallo

perfect that you fix the Problem.
Can you mark the Chips on the Picture ? And finaly .... did you use UMA or DIS File ?

The BIOS is the 200 mil Chip

Hi, The chip i was trying to flash from the beginning is marked number-2 in the picture. This is also WINBOND and I thought this is the right Bios chip and it didn't work. Then I was playing with the motherboard and found the right chip marked number-1 in the picture. I flashed with both DIS didn't work for me but UMA works. I flashed just the bios file.

Hallo

yes
Number 1 is the 200 mil ( little bigger in size ) BIOS Chip
Number 2 is the EC

Normaly you have to Flash Nr. 1 with the BIOS File
and Nr. 2 with the EC File.

BIOS File in Nr 2 is not ok. This Chip need the EC File.
